My NIW I-140 is pending in NSC.

1. Can I file I-485 to TSC on or after July 30 (My state belongs to TSC after July 30)? Or I can only file 485 to NSC because My I-140 is in NSC?

2. Is I-485 processed faster in TSC than in NSC?
