Why apply AP/EAD before fee increase?

Isn't it true that renew is free after fee increase?
Apply now with old fee results in using new fee to renew next year. So the total cost (for more than one year) = old fee + new fee.
Apply with new fee after Aug. 17, total cost = new fee for more than one year.
