I mailed out the documents on 1/15/2004(Thursday) using priority mail, the tracking info I got from the post office website(www.usps.com) indicated the item was delivered on 1/17/04(Saturday). However, the receive date on the receipt from USCIS was 1/21/2004 (Wednesday).
So there is a 2-3 day delay between the delivery and the processing.
I am not sure which date the USCIS use to decide the price.
