I waited for 5 weeks (VSC)before getting my H1B extension receipt. But yours is about seven weeks, which is not normal. Call the service center: they normally can tell you what happens if your application has been pending for 45 days without receipt notice. Also, check the latest compliance date of the center: there has been some major backlogging in receipting.
