jiang老师, 怎样理解"a new petition in part2" in Part4 Q8?

jiang老师，不好意思再次劳驾您。

I-129 for H-1B三年延期. In Part 4 Q8, it appears that every one has their different explaination.

One; If it is for H-1B 1st externsion, it is not a new petition. so you can skip this question.

Two: No matter it is 1st petition for H-1B or the next petition for H-1B extension, each petition is being classified into a new petition.

jiang老师，不知道哪种解释正确？
