One strange notice when using AP first time - help.

I used AP yesterday to enter into US from Canada. I got a stamp on my AP saying that "your admission cannot be authorized this time. You are paroled until 2008 xxxx".

What is the meaning that "your admission cannot be authorized this time"? Is this a normal notice?
