Urgent H-1 visa question

I have an urgent H-1 visa question. I am currently holding a J-1 visa which will expire at the end of this month. I got J-1 visa waiver. There is little time left for the university to file H-1 visa for me. My question is:

Can the university use the 30 days grace period for J-1 visa to file H-1 petition to USCIS?

Any information is appreciated!!
