Yes, you can apply in person (get the passport in the day) by appointment if you have air ticket to foreign country in a week (need visa) or 2-3 days (no visa requirement). Maybe you can get it by Expedited Service in 2 to 3 weeks (be aware not 100% sure nowdays); regular services, god knows how long it takes.
