H1从一个大学换到另一个大学,是完全重新办,还是transfer?一般花多久时间?

H1-B(指高校科研H1-B)从一所大学换到另一所大学工作,是完全重新申请,还是transfer就行? 这个过程一般要花多久时间? 谢谢!
