钱交多了，移民局不会把我的材料退回来吧？

我发现7月底寄140很让人困惑啊。比如我在30号前寄，30号到。我准备按涨价后的钱付，但是可不可能会这样呢？ 假设一下：
如果我按涨价后的钱付，但是移民局认为我在30号前寄的，应该按以前的费用付，他们不会把我的材料退回来吧？有这种可能性吗？
