CIS完全是自作自受

谁叫他们干活磨蹭，到六月了还有6万名额没有消耗，以前半年都排期不动，早干什么去了，DOS也是实在看不下去，这样下去又要跟往年一样浪费一万以上的名额，所以，干脆放大水。
