为什么

我6月29号寄到Califorina Service center 的I539表格，被nebraska service center 退回，怎么回事？？？？？有能人帮我分析一下。
我通过usps 的express mail 第二天到，信封上打有CSC pm jun29 字样，地址是
department of homeland security。 P.O BOX 10539 laguna niguel CA 92607－1053。
退回来的信封上写有Department of homeland security p.o.box 82521 lincoln， NE 68051-2512, 但这行字被纸条贴上，但从邮戳上看，mail from zip code：68508 分明就是NE 寄过来的。而且信封里面有NE 主任的签名notice，说寄错地方，应该寄给加州或vermont。
谁能分析一下怎么回事。
