没写拒，给了个notice,　your petions is returned to you for the following reason. incompleted application page 2 , part 5.please resubmit all the pages of the completed form with original signature and us address only. 在notice 最后，还写了，please put this notice on top of the application/petition and return with addition fees and /or corrections to the above address.
结果，按照要求做了，退回来了，没任何理由。不过我给加州第一次寄信的地址是uscis california service center.p.o box 10539 , laguna niguel, ca 92607 第二次的地址是us department of homeland security.　p.o box 10539 , laguna niguel, ca 92607 ，（notice 的title）难道寄错地方了。第二次寄到刚好过期一天，给notice 的时候没过期。
