2) no, i know many people from defense industry, government etc sensitive field and pass the NC quickly. Some friends came here immediately after BS graduation and got master and Ph.d here have stuck in NC for more than three years. their major is business.

NC is just random based on my observation depends on whether you are lucky. I think there is a problem in their work procedure.
