Urgent ask XiaoBaiTu and other XBT, Can I file 485 multiple times ?

My lawyer just called me to imform me that he will file my I-485 today. I am a little hesitated. I asked him whether it's good idea to wait for August Bulletin to come out. He said it's very abnormal for the VB to come here after 15th of the month, it may never come out since DOS has mentioned in the modified July VB that the Visa numbers have been used up this year and won;t be availablt until Oct. 1. I hate to see that when the August VB come out with my PD current but I can not file because I have file one and have not gotten any responce (reject or return) back from CIS yet. Very surprisingly, my lawyer said that even if we do not get any response for this filing, we still can file again whenever my PD is current. Is that true ? Thanks a lot !!!!!!
