485 TSC； EAD/AP 应往哪里送？

递485的时候把EAD和AP给忘了。现在应该往哪里递？
另外，TSC到底比NSC好在哪里？为什么那么多人打听TSC的通讯地址？难道是保密的吗？还听说有的律师可以开后门递到TSC，是真的吗？据了解目前所有的485都应该送到NSC，然后由NSC分一部分给TSC。那么哪些可以分给TSC？是按州划分的吗？还是随机的？
