I cancelled my OPT application before. Sent a mail to USCIS with your name and the case number to the address on your receipt, tell them you want to transfer to another school, and would like to withdraw your OPT application. (Due to the safety reason, you can send more than one of this letter to USCIS (I sent 3 of them to make sure they get into the mail room of CIS), and mark on the envelope with "Case Withdraw" or "urgent" if you think your case is close to be approved.) I could still withdraw mine about 1.5-2 months after I ted my OPT. If you succeed to withdraw it, you can still apply after you graduate from another school with the same level degree, but CIS will keep the application fee, and no refund.
