请xiaobaitu, radiology, pjang 等大虾指教

My friend is F1 student and doing CPT at a company, (later on will be using OPT), the company does not withhold FICA from her salary, but they withheld NJ UI/HC/WD from her salary. Many of my friend said the company should not withhold NJ UI/HC/WD from her salary, since she, as F1 student, is not eligible to those benefits. But the company insist only if she can provide any document saying that, they will not be able to stop withhold NJ UI/HC/WD from her salary. Anybody know any information about this?
