I posted a message a few days ago saying that we didn't receive the welcome notice neither the card because of failing to file AR-11. I just received the card last weekend. It was forwarded from my old address. However, the welcome notice did not arrive yet. I guess it has been returned.
It seems that the card can be forwarded but not the notice. It might be because the maker of the card does not put the stamp of "returned service requested" on the envelope but the notice from INS does. I am going to call INS in 30 days to request resending the notice.
Just wanted to share this information with all those who have the similar situation. Good luck to all friends here who are still in the long journey of obtaining the GC.
