when to get marry doesn't matter.
but you have to file petition after he become US citezen. if u want file as early as possible, marry now so u can prepare all the document now and file the same day or next day after he get citezenship.

and after April 30th, you need pay a lot more to file the same forms. all the immigration form prices go up after april 30th.
