可以在ＬＡ领馆给孩子申请中国护照吗？


我和ＬＰ现在都是H1B,没绿卡.两个孩子都是美国出生,大的3岁,有美国出生证和护照,
曾经申请过中国旅行证(当时她的美国护照交到领馆留底了),小的2个月,什么证件还没
有呢...

当时给大的申请旅行证时领馆说因为父母没有绿卡,所以孩子虽然在美出生,有美国护照
,仍被认为是中国公民....

1.不知在LA的中领馆可以给孩子申请中国护照吗?需要什么材料?有人有经验吗?

2.给2个月的孩子申请旅行证需要什么材料,一定要先把出生证___美国护照先申请下来
才能去办吗?
