H4 application

Dear Friends,

I am a "Wang Lao Wu" currently working in US under H1B. Luckily I found my other half in China recently. I would like to marry her and bring her to US with H4 visa. I am wondering whether US consulates also refuse H4 applications so often as they do for other visas? My worry is based on the fact that H1 holders have default immigration intention and thus the reason for visa refuse seems to be more obvious. Your past experiences and invaluable advices are greatly appreciated.
