I don't thik your argument is valid. Every state requires immunizations for every child. Every parent is responsible for ensuring that their child(ren) receive required immunizations. For children and adults who have not completed immunizations required by the regulations, they must make up the required immunizations. If the making-up prevents you from having a baby, it only means that you didn't comply with regulations long before the medical examinations-it doesn't matter if you were born and grew up in other countries.
