Texas Service Center and LC based I140

Some lawyer said "If you belong to Texas Service Center and your I140 is EB1 or NIW based, you'd better wait until August, though filing fee is expensive in August."
I agree with that. An EB1 or NIW case is easier to be approved in TSC than NSC and TSC is faster.

Is this true for the Labor Certificate based I140?
