不是。已经assign visa number(A#)的不影响

visa number not available basically means "U" on visa bulletin. We've seen that before. So USCIS won't take new applications. But for the ones ted long time ago like in year 2005 and 2006, visa number was already assigned. Those cases are not affected, they will still be processed.
