As I understand, you still can file I485.
USCIS only say no visa avaliabale this year, but did not mention any retrogression or I485 not surrent.
So all still can file I-485, but you may receive I485 receipt after OCT.
I do not think they will return your case if you file between July2-July30.
So be quick.
