Sure, my hu*****and got his H4 visa in china after using AP. And I also got H4 approved for my boys in USA after using AP last year. When I extended my H1 Visa, I asked my lawyer and the international office in my university, they said the best way is to apply for H4 for my boys, after 2 months, they got H4 approved.
