什么原因会导致485被拒?

根据http://www.dhs.gov/xlibrary/assets/CISOMB_Annual%20Report_2007.pdf, 485被拒的比例不低,一般什么原因会导致485被拒呢? 尤其是employment based 485. 谢谢.
