It depends. My mom got her visa in Guangzhou on April 5, 2004. My case is: I came to the state (F-2) in 1998, and also experienced status transfer from F-2 to F-1,and to H-1B. I have not had any chance to visit my parents. To my view, it is important to prepare a full package of application material and to answer visa officer's questions briefly and precisely. Good luck!
