Please help --consultation fees? (sorry can not type chinese)

I called a Chinese lawyer in Chicago about H-1 transfer and green card application cost. He sent me an email and a quote. But since I accepted another offer which will be covered by company,I do not need a lawyer anymore. But now he sent me a statement and wanted to charged me $200 for consultation fee. Is that right?
I have never tried to deal with any attorney, I am not sure how they charge..but I have never agreed to pay him or hire him for my legal process..
