请教高人,我这个案例,可不可以appeal

I-140, NIW, 被denial. The INS officer agreed that my work was important and has national in scope, but he didnot agree that my contribution is so critical. 也就是说, 他认为我满足NIW的前两个条件, 但是不满足第三个条件.
他的理由是这样的:

1. 所有的推荐信都对我在这一领域的contribution有充分的肯定. 但是,他认为既然我有"dominant contribution" or "remarkable achievement". 为什么没有提供证据证明我的工作被人广泛的引用. (注:我刚刚博士毕业, 我没有这样的证据)

2. 他认为我的推荐信都来自于系里的老师和项目合作者,缺少independent evaluation.

3. 我发表的paper并不能证明我的工作 had significant benefit to the field.
