My father BJ 1000 rejected

by DTT, Yu Men ing...

My mom (came here last Apr. and went back in Oct.) got visa 10 days ago from Zhong Xin. My father was seen by DTT at around 8:30 am. Questions asked
were:

1. When did you daughter go to the states? (2000)
2. What does she do in the states? (at first h4, now GC, working)
3. Does she ever come back? (no)

Then got rejected. The notes my father got says: can't show permanent
residence (or tie) out of the states. BTW, My father is extremely stubborn,
and not good at communication, I believe he didn't perform very well. :(

The fact is that:

1. My parents have a private property at Beijing.
2. They are retired doctors, and still working (fan pin)
3. The income is quite decent.
4. I have a younger brother also living in Beijing, a doctor (M.D.), and will
get married soon.
5. My mom's mom (96 years old) is still living in Beijing.

If my father go to 2000, how can i appeal? Is there hope except that I have to go back?
