H-1 application by myself

Hi, friends, I am close to get an offer from a University. Due to the severe backlog, the international office asked to provide necessary documents six months prior to the start date, even though the department or I would like to use premium processing. I am thinking of doing it by myself or hiring my own attorney to do it. My questions are:
1. Can I do it by myself instead of by the international office?
2. What documents would be needed?

Any comments would be greatly appreciated.
