approved I140 is still good.
If USCIS service center has received DOS recommendation, I-485 should be approved (or at least not to use no J1 waiver as the reason to deny I485).

If no waiver in time and I485 denied due to this reason, you can file 485 again when you have the waiver, if your approved I-140 is still valid.
