He must be very busy for now ...... after 7/30 he will not "牛" any more. Similar situation appeared before (near the end of Sept 2005). If you have already signed the contract discuss with him that you want to file your application before 7/30, otherwise find a new one (but it will be hard for now) or file yourself if you are confident about it.
