background check for B2 visa

When my parents went to the US consulate in Beijing to apply for their B2 visa, they were told they had to wait until the background check is done (through congress or dept. of state. who knows). But 6 months has passed and still no info. Anyone has similar experience? How it is resolved? Really appreciate your help!!!
