一个情况很特殊的F2转F1，请教！

I have the F2 visa which will expire in June, but I am out of US.
I have also got offer from one university and want to apply for F1 visa.
Which way is more safe,
1, enter US with F2 and apply to transfer from f2 to f1 inside US;
2, go to Mexico to apply for f1 visa
3, apply for f1 visa in China, which means I cannot enter US even as f2 status if the f1 visa application is denied.

Any one who has suggestions, please help me. thank you very much!
