Toronto Appointment F-1

Hi, there,

Anyone got their first-time H-1B visa from Toronto recently?

I just made an appointment for a H-1 visa at Toronto, and found this sentence
in the confirmation letter saying
"First-time H-1B visa applicants who earned their qualifying academic degrees
outside of US or Canada are stronly urged to apply in their own countries, as Toronto consular officers are generally unable to evaluate foreign academic
credentials."

Is this on all the confirmation letters, or just for Toronto Consulate? Has anyone seen this on your letter too?

Any information on this issue, please. Thanks a lot.
