I have same concern as well. My attorney did not give me response.

But logically, I do not think a REF will be issued to request the withdraw of late one if 1st one got approval first. Of couse, you need to withdraw it by yourself immediately.

It could request REF to first one if 2nd one is approved first.

But these are just my guess.

I really like to see expert option on this.
