Two situations:
1. You already have waiver:
Generally you can't get J1 extention. If you get, you may have to apply waiver again. So in this situation, you have to file H1 application before your J1 expire.

2. You have no wavier:
In this situation, you can't transfer to H1 from J1. You have to extend J1 again. In addition, in order to apply green card, you have to get waiver, otherwise you can't file I485.
