Can I file 485 without H1 receipt during the application of H1?

I am a J1 holder. My university is applying H1B for me (just started, have not sent to USCIS yet) but I guess I may not get the receipt in time. My I-140 is pending. So I wonder if I can file 485 without H1B receipt. Thank you!
