140 is slow so the 485 will not be consumed that fast. Plus, 485 needs time to process. So the real approved 485 numbers will not be big, blaming FBI's slow name checking .

I think you can file before Oct. CIS want to use this year's qutoa before oct so the retrogression will not happen this year.

About the speed, I do not think there will be a real FCFS queue. Maybe 140, but not for 485. 485 will have to wait for FBI. So FBI is the key.
