my mom's B2 took forever

Sent last year end of Sept.; no change on the website for 6 months. Made a phone call in April. A week later, got a letter saying her B2 ext was approved and mailed at end of Oct LAST YEAR!!! The web site is still saying the case is pending!!! Wanted me to send $200 for duplicating I-94, I said screw it.
