F-1学生file了485就不能用OPT了？

F-1学生的配偶是主申请人。F-1学生计划 PhD8月份毕业。
今天受到律师的信。

Recent information from the Nebraska Service Center states that aliens who
have applied for permanent resident status are not eligible for F-1 OPT.
Thus, your hu*****and must apply for an EAD in order to have work authorization
after he finishes school.


不是可以申请OPT的吗？
