Urgent!Please help.My H1B transfer,husband got H4 based on curre

Dear Xiaobaitu and other experts here,

I am holding H1B for A company. Right now, I got an offer from company B and B wanna transfer my H1B. My hu*****and is in China right now and he applied his H4 which is based on my current employer-A. My questions are: 1,If I wanna add his name on my application of H1B transfer, does he need to be in US right now or before I my application? 2,if he does not come here before I H1B transfer, whether he needs to wait in China untill I got new H1B apporval and he apply a new H4? Could you please tell me which way is better please?

Please help me because this offer is in another state, I have to relocate and I only have my father and my son with me( Unfortunately, my father also need to leave US at June 21).Also, company B really needs me to be on board as soon as my H1B transfer is apporved.

My hu*****and is a government officer in China,he said he have to file report for his resign from his job at least one month early which means offically he can not come here untill July! I really have no idea...
