Urgent! I130 needed?

My hu*****and got I140 approved. Right now, both of us are about to submit I485. But should my hu*****and file I130 for me or not? Thanks.

(I130:A citizen or lawful permanent resident of the United States may file this form to establish the relationship to certain alien relatives who wish to immigrate to the United States.)
