try to find some English school with summer program, get F1 visa, then after the summer program, if you are enrolled into high school here, then you can transfer.

We got F1 for nephew (10 yrs) last month for 1 month Summer English school, but we indeed intend to stay just for 1 month. The officer asked same questions(how long you plan to stay here) for many times, in different ways. So if they find you intend to stay beyond summer, you will have no chance to get the visa.
