参院 Bill 关于Employment Base 的澄清

我在http://www.senate.org上所能找到的Bill, amendment 似乎都只是Family Based filed after May 1, 2005需要从新file. Employment pending/approved immigration petition could serve as the base for adjustment of status.

这似乎与USA TODAY矛盾, 有人能发现USA TODAY 所依据的Bill原文吗?

Amendment introduced by Sanders 也并未要求Employment Based 从新file.
