I am not Fa, Jushi nor Jia, Bushi. But, I am willing to offer my opinion about your case. If you really want to change your boss in September of this year, currently, it is impossible for you to apply for PR based on an outstanding researcher which require your current employer's sponsor.You maybe apply for PR based on extraordinary ability without sponsor or do it after you will be in new place.
