小孩 独自回国 H4 签证 问题, Need help

How I wish my son can come back China After 8 year!!!
I ( Father) am H1 in university, 485 waiting for prority date
teens son H4 visa
wife B1 Multi-entry over one year, currently in China
If he want to independently go back China this summer, how about opportunity can he get H4 visa again but not B2/B1.His Mom will company with him for visa.
if visa decline, that is really bad, he does not know Chinese.
